Two agencies run most of the housing vouchers in the Los Angeles area, their names look almost identical, and mixing them up can cost you weeks of your voucher clock. Here is the clean explanation we give our own applicants: what each agency covers, how to tell which one holds your voucher, and what to do if you want to rent in the other one's territory.
What is HACLA?
HACLA is the Housing Authority of the City of Los Angeles. It administers the Section 8 Housing Choice Voucher program for addresses inside the city limits of Los Angeles: Westlake and MacArthur Park, Boyle Heights, South LA, Watts, North Hollywood, Van Nuys, Hollywood, San Pedro, and every other neighborhood that is officially part of the City of LA. It is one of the largest housing authorities in the country.

What is LACDA?
LACDA is the Los Angeles County Development Authority. It administers vouchers for the unincorporated parts of LA County, plus dozens of smaller incorporated cities that contract with it. Huntington Park, where one of our buildings is located, is an example of a city in LACDA territory. East Los Angeles, despite the name, is unincorporated county land, which puts it under LACDA too.

The trap: "in LA" does not mean "in the City of LA." Plenty of places that feel like Los Angeles are legally separate cities or unincorporated county areas. The agency is determined by the official city boundary, not the vibe of the neighborhood.

Note that both agencies now set payment standards at the ZIP code level, so the exact subsidy for the same bedroom size differs street by street and agency by agency. Always confirm the current standard for the specific address before you fall in love with a unit.
How to tell which agency issued YOUR voucher
- Read the top of your voucher. The issuing agency's full name is printed there: "Housing Authority of the City of Los Angeles" means HACLA; "Los Angeles County Development Authority" means LACDA.
- Look at your caseworker's contact info. An @hacla.org email is HACLA; an @lacda.org email is LACDA.
- Still not sure? Call the number on your paperwork and ask two questions: which cities can I rent in without extra steps, and what is my current payment standard for my voucher size.
Renting outside your agency's territory: portability
Your voucher is not trapped. Federal rules let you move it to another housing authority's territory through a process called portability. In practice:
- You tell your current housing authority, in writing, that you want to move to another jurisdiction.
- Your authority sends your paperwork packet to the receiving authority.
- The receiving authority holds a short briefing, then either absorbs your voucher or bills your original agency behind the scenes. Either way you keep your assistance.
- From then on, the receiving authority handles your inspections and paperwork.
Plan for the transfer to take several weeks, commonly in the range of 30 to 60 days, and start it before your voucher's search deadline gets close. If you are porting into LACDA territory, their portability department is reachable at (626) 586-1660 or portability@lacda.org.
Three myths that cost people time
Myth 1: "My voucher works anywhere in LA County automatically."
It works automatically inside the issuing agency's territory. Outside it, you need the portability process described above. Assuming otherwise is the classic way people burn three weeks on a unit the paperwork was never going to reach.
Myth 2: "The two agencies share one waitlist."
They do not. Separate agencies, separate waitlists, separate openings. Being on one list does nothing for the other, so when either opens, apply to it on its own terms.
Myth 3: "County areas pay less than city areas."
Not reliably. Both agencies set payment standards by ZIP code, and plenty of county-side ZIP codes carry standards comparable to city ones. Judge by the actual standard for the actual address, never by reputation.
A worked example
Say your two-bedroom voucher was issued by HACLA and you are comparing two of our buildings: one in Boyle Heights (City of LA, so HACLA territory) and one in Huntington Park (LACDA territory). The Boyle Heights unit can move straight to the RFTA packet this week. The Huntington Park unit needs portability first: your written request to HACLA, your packet transferred to LACDA, LACDA's briefing, and then the RFTA on their forms, realistically adding a month or more. Neither answer is wrong; you just want to pick with the clock in view. Tell us your timeline and we will tell you which of our units gets you housed fastest.

Note que las dos agencias fijan estándares de pago a nivel de código postal, así que el subsidio exacto para el mismo número de recámaras cambia calle por calle y agencia por agencia. Siempre confirme el estándar actual para la dirección específica antes de enamorarse de una unidad.
Cómo saber qué agencia emitió SU voucher
- Lea la parte de arriba de su voucher. El nombre completo de la agencia está impreso ahí: "Housing Authority of the City of Los Angeles" significa HACLA; "Los Angeles County Development Authority" significa LACDA.
- Mire el contacto de su trabajador de caso. Un correo @hacla.org es HACLA; un correo @lacda.org es LACDA.
- ¿Todavía no está seguro? Llame al número de sus papeles y haga dos preguntas: en qué ciudades puedo rentar sin pasos extra, y cuál es mi estándar de pago actual para el tamaño de mi voucher.
Rentar fuera del territorio de su agencia: la portabilidad
Su voucher no está atrapado. Las reglas federales le permiten moverlo al territorio de otra autoridad de vivienda mediante un proceso llamado portabilidad. En la práctica:
- Usted le dice a su autoridad actual, por escrito, que quiere mudarse a otra jurisdicción.
- Su autoridad manda su paquete de papeles a la autoridad que lo recibe.
- La autoridad receptora hace una orientación corta, y luego absorbe su voucher o le cobra a su agencia original por detrás. De cualquier forma usted conserva su asistencia.
- De ahí en adelante, la autoridad receptora maneja sus inspecciones y su papeleo.
Planee que la transferencia tome varias semanas, comúnmente entre 30 y 60 días, y empiécela antes de que se acerque la fecha límite de búsqueda de su voucher. Si se está transfiriendo a territorio de LACDA, su departamento de portabilidad está en el (626) 586-1660 o portability@lacda.org.
Tres mitos que le cuestan tiempo a la gente
Mito 1: "Mi voucher funciona automáticamente en todo el Condado de LA."
Funciona automáticamente dentro del territorio de la agencia que lo emitió. Fuera de él, necesita el proceso de portabilidad descrito arriba. Suponer lo contrario es la forma clásica de quemar tres semanas en una unidad a la que el papeleo nunca iba a llegar.
Mito 2: "Las dos agencias comparten una sola lista de espera."
No. Agencias separadas, listas separadas, aperturas separadas. Estar en una lista no sirve de nada para la otra, así que cuando cualquiera abra, solicite en ella por su cuenta.
Mito 3: "Las áreas del condado pagan menos que las de la ciudad."
No de forma confiable. Las dos agencias fijan estándares de pago por código postal, y muchos códigos del lado del condado tienen estándares comparables a los de la ciudad. Juzgue por el estándar real de la dirección real, nunca por la reputación.
Un ejemplo trabajado
Digamos que su voucher de dos recámaras lo emitió HACLA y está comparando dos de nuestros edificios: uno en Boyle Heights (Ciudad de LA, territorio HACLA) y uno en Huntington Park (territorio LACDA). La unidad de Boyle Heights puede pasar directo al paquete RFTA esta misma semana. La de Huntington Park necesita portabilidad primero: su solicitud por escrito a HACLA, su paquete transferido a LACDA, la orientación de LACDA, y luego el RFTA en sus formularios, agregando realistamente un mes o más. Ninguna respuesta es incorrecta; solo conviene escoger con el reloj a la vista. Díganos su tiempo disponible y le diremos cuál de nuestras unidades lo aloja más rápido.
Por qué esto importa cuando renta con nosotros
Administramos edificios en los dos lados de la línea: territorio de HACLA (Westlake, Boyle Heights, Sur de LA, North Hollywood, Van Nuys) y territorio de LACDA (Huntington Park). Sea cual sea la agencia que emitió su voucher, ya conocemos su papeleo, sus inspectores, y sus tiempos, y completamos la parte del dueño en el paquete RFTA sin demora para que su reloj no se queme.
